Why it works on careful people

Because it arrives inside a normal interaction rather than out of nowhere. By the time the request appears you have already exchanged messages, formed an impression, and mentally committed to the transaction. Refusing feels like accusing somebody, and most people would rather take a small risk than be rude.

It also frequently comes from a genuine vendor account that has been taken over, which means the history you are relying on is real and belongs to somebody who is no longer there.
